The only brand that I'm aware of is K&H Manufacturing - Thermo Perch. It also seems to be the only one available on the 'net, there are plenty of sellers, both online stores and through eBay.
K&H Manufacturing makes a large line of heated pet products - dog & cat beds, pet furniture, heating pads, and parrot perches. As with most products these days, they are manufactured in China. Fortunately, the sturdy plastic perches are not coloured, and have no paint or dye to poison a curious bird. The perch is lightly grooved along its length to provide some traction, and has varying widths (like a natural perch) to allow for foot exercise. The heat varies along the length of the perch, so the bird can pick'n'choose what temperature he wants, and the electrical cord is wrapped in a coil of wire to hold the cord away from the cage and to deter curious beaks.
The real proof of a product is its longevity and durability, and so far, the three perches I've bought are all functioning as new and still look like new. They are very easy to clean and present no risk of shock for a bird, even if they get wet. They are powered by lo-voltage electricity provided through an AC adapter that can be plugged into a wall outlet, or a power bar. If your bird sleeps in a different cage at night, it's a good idea to shut off the perch by either unplugging it, or turning off the power bar it's connected to.
Now, whether you need one or not for your parrot depends on how cold it gets in his environment.
If you find that your bird's feet or beak feel cold to your touch frequently, then it might be a good idea to include a heated perch in his cage. As with introducing anything new, your Bird will treat the new perch as something to be afraid of, but if you just ignore their behaviour and leave the perch in their favourite perching spot, it will be accepted eventually.
